Regression: [DevTools] Bottom border of 'Blur' text-box appears to be chopped on 'Add text-shadow' window.

Issue description

Chrome Version: 70.0.3538.54 (Official Build) Revision	4f8e578b6680574714e9ed3bb9f02922b4dde40d-refs/branch-heads/3538@{#937} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTs).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools >> dock it to bottom and Zoom-in the DevTools to 200%
2. Hover the mouse pointer on three-dot and click on 'Add text-shadow' icon under 'Styles' section.
3. Now observe the bottom border of 'Blur' text-box on 'Add text-shadow' window.

Actual: Bottom border of 'Blur' text-box appears to be chopped.
Expected: Bottom border of 'Blur' text-box should seen properly.

This is a regression issue, broken in M-70 series, below is manual regression range:

Good build: 70.0.3535.0 (Revision: 586475)
Bad build: 70.0.3536.0 (Revision: 587136)

You are probably looking for a change made after 586871 (known good), but no later than 586882 (first known bad).

@luoe: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE:
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting error "Unable to find locale data files"
3. This issue is also reproducible on Dev #71.0.3573.0 & Canary #71.0.3575.0

Thanks for the report.  Since this is only reproducible in extreme window dimensions and can be workedaround with resizing, closing due to lack of priority.
