chromeos-chrome build fails: BUILD.gn:145:7: Can't load input file "//third_party/SPIRV-Tools/src/test/fuzzers"

 
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. emerge-octopus chromeos-chrome

What is the expected behavior?
It should build the browser successfully

What went wrong?
I get the error at BUILD.gn:145:7: Can't load input file
"//third_party/SPIRV-Tools/src/test/fuzzers"

Unable to load
//third_party/SPIRV-Tools/src/test/fuzzers/BUILD.gn

Did this work before? Yes

please attach the full build log.  the two lines in the snippet is not enough to go by.

I switched to browser version 71.0.3575 and the emerge was succesful.
