Non-Regression: Delay is seen for swipe up & down gesture button in App launcher while changing

What steps will reproduce the problem?
(1)Sign into user,from ubertray/Accessibility enable Onscreen Keyboard
(2)Open app launcher and observe the swipe up & down button

Actual: Delay is seen for swipe up & down gesture button in App launcher
Expected: No such delay should be seen while changing the gesture button in App launcher

This is a Non-Regression issue seen from M-71

This only occurs when you have accessibility keyboard enabled and activate the search box while in peeking. Furthermore, this gets solved when you enable Zero State. Closing as this will solve itself in time
