Cookies and other site data in incognito mode

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. New Incognito Window
2. Sign into gmail
3. New Incognito Tab
4. Close gmail tab
5. Visit gmail.com

What is the expected behavior?
Not signed in (in gmail), no cookies present.

What went wrong?
Still signed in, as cookies only seem to be cleared once all incognito windows are closed.

Did this work before? N/A

This is the expected behavior. As stated in Chrome's help, the incognito browsing session ends only when all incognito windows are closed.

Why not merge 810985 and 464985?
It's done. I linked this one to 810985 for more clarity of subject.
