Undo (CTRL + Z) does not restore previous CSS settings, or DOM elements edited via Developer Tools

Reported by besciual...@gmail.com, Oct 10

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open developer tools
2. Inspect an element and visualise it in Elements tab.
3. Hit DELETE key from keyboard.
4. Element was removed.
5. Hit CTRL + Z on keyboard (undo function) it doesn't happen anything.

What is the expected behavior?
At step 5. the UNDO action would add back the deleted element.

What went wrong?
At step 5. the UNDO action does not add back the deleted element.

Did this work before? Yes 68.0.3440

Chrome version: 69.0.3497.100 Channel: stable
OS Version: 10.0
Flash Version:

Latest version when it worked was previous stable version. I searched on Wikipedia and it returned that v68.0.3440 was the previous stable version.

I restarted Chrome and it worked, I don't know if it can still be classified as a bug, as I fail to reproduce it anymore.
