Handwriting suggest word can not be submitted after hide-re-show handwriting panel

Issue description

Chrome OS Version: 
71.0.3572.0 11142.0.0 canary-channer bob
Input tools version: 
71.0.20181002.215333436

Steps:
1.Go to any keyboard handwriting panel
2.Drawing sth then hide it ,
3.Re-show handwriting panel
4.Tap suggest word 

Actual:
Can not submit any suggest word
