Regression: screen preview is offset in the desktop capture picker

Issue description

Chrome Version: (copy from chrome://version)
OS: Win

What steps will reproduce the problem?
(1) launch the latest Canary on Win 10
(2) start a screen sharing to bring up the picker, i.e. by go/present or test page: https://www.webrtc-experiment.com/screen-sharing/#32685442571862986
(3) select the "entire screen" tab in the picker and check the screen preview

What is the expected result?
The screen preview is within the preview border, as shown in picker_normal.png

What happens instead?
Only part of the screen is shown in the right-bottom view region, as the screenshot picker_offset.png shows.

This is a newly regression caused by https://chromium-review.googlesource.com/c/chromium/src/+/1262967, in revision #597646.

Set to Pri-1 because M71 branching is close.
