[Findit] Metabug for auto action layer |

Issue descriptionAuto actions include: 1. Filing/updating bugs 2. Notifying culprits 3. Reverting culprits 4. etc. This is a metabug to track all auto action refactoring work to bring it into a separate layer independently of analyses (compile, test, flake)
