Chrome gets into state where it cannot load anything, not even chrome://version, even after a full restart

Issue description

Chrome Version: 69.0.3497.100 (Official Build) (64-bit)
OS: MacOS

This problem is happening sporadically. After a few hours of browsing, Chrome stops loading any pages. It sits on a white page with the spinning "loading" icon and eventually pops up a dialog saying "Page unresponsive". This happens no matter what page the user is trying to navigate to. Even after restarting Chrome, the problem persists. If the user restarts the whole computer, it fixes the problem for a few hours, but it eventually comes back.

When Chrome is in this state, Safari is still able to load pages normally.

I know this report is lacking a consistent repro; is there any information we can get off the machine when it's in this state to help?

Can you take a sample? Activity Monitor > Find Chrome > Wrench Menu > Sample

If there are renderers with high CPU, it might be worth sampling them as well.
