consider re-ordering columns on report page

Issue description

For example,

https://chromium-coverage.appspot.com/reports/597447/linux/chromium/src/third_party/pdfium/report.html

gives a page where the columns are ordered (LINE, FUNCTION, REGION) from left to right.  I'd ask for them to be either 
  (REGION, LINE, FUNCTION) or (FUNCTION, LINE, REGION) so that we are 

moving in a continuously increasing or decreasing level of granularity as I scan across the page.  It feels weird to see the numbers bump up in the middle column rather than going in one direction or the other.

Tom, thanks for the feedback! We definitely can re-order the columns (at least for the new reports and for the main page), but I think the current order follows the order produced by the LLVM coverage tools. So, we come to a question whether we should re-order the columns upstream too?

Let me try CC'ing Vedant from Apple who is a maintainer of the coverage toolchain upstream. Vedant, do you think it's reasonable to change the order of the columns? What was your logic for ordering them as LINE, FUNCTION, REGION?
