Steps to repro:
# With Chromevox enabled (ctrl+alt+z), open Discovery
# Press search+right arrow to navigate the app

Expected: the buttons and/or links would have the role of 'button' or 'link' so that Chromevox would correctly identify them

Actual: Chromevox only reads the text but does not inform the user that these are actionable elements
