DCHECK SurfaceRange IsValid() in constructor

We cannot ship invalid SurfaceRanges over IPC and yet some unit tests deal with invalid surface ranges and accidentally pass. We should add a DCHECK to SurfaceRange's constructor to ensure unit tests use valid ranges.

Actually, Saman reminds me that we can have invalid SurfaceRanges in SurfaceLayer. WontFix.
