Can't remove user at login screen in Mandarin Chinese on a Paine

Issue description

Chrome Version: 71.0.3572.0

What steps will reproduce the problem?
(1) Log in the device owner account, go to Settings, change system language to "Chinese (Simplified)", and restart.
(2) At login screen, add another user.
(3) Log out again, try to remove the second user.

What is the expected result?
The second user can be removed.

What happens instead?
The red "Remove user" button is unclickable.

This is very likely due to that the dialog is extra long for certain languages, and it's blocked by the shelf. This issue is NOT reproducible for devices with larger screens such as Nocturne.

It's unclear how many languages and devices are affected.

Issue is not reproducible in web-ui on a Paine, it should be because the web-ui version of the dialog has smaller padding (although, the views version is closer to the spec.)

jdufault@, please evaluate priority for this issue.

I think we should just increase the width of the dialog, there have been a number of issues related to bubble positioning being below the shelf.
