devtool remote inspect doesn't highlight the correct element under cursor

Issue description

Chrome Version: 71.0.3574.0
OS: Android

What steps will reproduce the problem?
(1) open any page on android
(2) open chrome://inspect/#devices on desktop
(3) inspect the page

What is the expected result?
highlight the element under cursor.

What happens instead?
highlight wrong element.
