Kefka: battery is not charging from AC after being in storage

Issue description

ChromeOS version: 68.0.3440.118 
ChromeOS device model: Dell Chromebook 11 (3180) (kefka)
Case#: 17054593

Description:
I've raised this bug here because Dell believes it is a Google issue and some ChromeOS component causes kefka batteries to get deeply discharged after being unpowered for some time (a month or two)  and not being able to charge for more than 1%. They described it as a known issue in this article:

Dell has not provided any technical details to confirm it is actually an issue on Google side, not just a hardware issue. We have collected debug logs, screenshots of battery diagnostics and other info from the customer (see below). 
The customer has 1000+ Chrome devices that will not charge after being in storage. 
Number of devices: 1000+ (customer best efforts count) 
Duration in storage: 2 months (during summer, while school was out) 

Latest known version as of last week: 68.0.3440.118 
Storage room temperature: 68 - 72F 
The devices can work when connected to AC source all the time. According to the battery diagnostics it looks like a battery is died because of deep discharge and is unable to maintain required voltage anymore.
It is a second known occurrence of the issue, the first one was with another school in case 16859821 and we believed it is a hardware issue and Dell should address that. Now the customer is convinced by Dell its Google’s fault, so we need some evidence that proves this isn’t related to the software side. 

Steps to reproduce: 
1. Get the device fully charged.
2. Turn off the device and keep it without power for 1-2 months (no school time during summer)
3. Power on the device

Current Behavior / Reproduction: 
Battery charge is stuck at 1% and is not charging

Expected Behavior: 
Batter is able to charge to at least 95-99%.

I can ship one.
ODP (over discharge protection) might have triggered and the EC may not be detecting a battery properly.

Uday, is it possible to (deeply) drain a battery on Kefka to reproduce it?
can you share battery datasheet?
