arrow on right click context menu is cut off

Issue description

Chrome Version: 71.0.3574.0 (Official Build) canary (64-bit) (cohort: Clang-64)
OS: Windows 10 Version 1803 (OS Build 17134.285)

What steps will reproduce the problem?
(1) Have multiple profiles open
(2) Right click on a link
(3)

What is the expected result?

The arrow looks like an arrow.

What happens instead?

Arrow looks like it's cut off (see screenshot).

This a recent regression, probably in the last few days at most.

Unable to reproduce the issue on Windows 10 using reported version & chrome Canary-72.0.3611.0 as per steps in C#0.
