[Regression] Tab titles are too large

Chrome Version: 71.0.3571.0+
OS: Win10 (150% DPI)

What steps will reproduce the problem?
(1) Open tabs

What is the expected result?
Tab titles use a reasonable font size

What happens instead?
Tab titles are very large, other UI is fine (see SS).

Note: I've also noticed that notification text is too large in same revision (but don't have a screenshot).

It's been fixed AFAICT. I'm on 72.0.3581.0, not sure if fix needs merge to M71

This bug is marked as M71 stable blocker and M71 branch #3578 at chromium revision 599034. Pls request a merge to M71 ASAP if needed. Thank you.
