Chinese Input Method (Quick) floating box UI problem

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Chinese Input Method (Quick) in windows 10
2. Open 2 chrome window 
3. Typing something

What is the expected behavior?

What went wrong?
Another chrome window will be always-on-Top
Attach the demo video

Did this work before? No 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version:

Unable to reproduce the issue on reported chrome version #69.0.3497.100 and latest chrome 71.0.3575.0 using Windows 10 by following below steps.

Steps:
=====
1.Launched chrome and changed the language to Chinese by navigating to Chrome://settings.
2.Opened two different windows one upon another.
3.Navigated to "www.google.com" in both windows.
4.Entered text in the search box in Window 1 and Window 2.
5.Observed that whichever the window is active is on top of another window.

Attached screencast for reference.
@reporter: Could you please review attached screencast and let us know if anything is being missed here. Request you to retry the issue by creating a new person without any apps and extensions, reset all flags to default on latest chrome and let us know if the issue still persists.

**UI Mass Triage**
Able to reproduce the issue on Windows 10 using chrome stable & canary-	72.0.3611.0 once we change keyboard language to chinese as per screencast provided in C#4 in incognito mode.Same issue observed from M60 to latest canary.As it is non regression issue, marking it as Untraiged to get it addressed from dev team.
