In steady state after initial Sync is done, the client receives updates to the permanent folders such as Bookmark Bar.
The only legit scenario is to receive updates for Mobile Bookmarks (it gets created when signing in to the a mobile device for the first time).

But updates to the Bookmark Bar and Other Bookmarks aren't expected.
