Normal UI setting results in a broken hybrid between normal and material design.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3569.0 Safari/537.36 Steps to reproduce the problem: Set "UI Layout for the browser's top chrome" flag to "Normal" on 71.0.3569.0 (Official Build) dev (64-bit) (Windows 10 Home - Version 1803) (Monitor Resolution: 1920x1080 16:9) What is the expected behavior? Expected behavior is the "Normal" clamshell UI style to work as expected when setting "UI Layout for the browser's top chrome" flag in chrome://flags to "Normal". What went wrong? "Normal" style tabs appear as a less rounded version of the material design, the "New tab" button appears misaligned and cannot be clicked unless done so directly in the middle of the misaligned "plus" shape. Did this work before? Yes 71.0.3569.0 Chrome version: 71.0.3569.0 Channel: dev OS Version: 10.0 Flash Version:
