Regression: 'Add Person' is seen as '...' and 'Add Person' button is overlapping on Ubertray when sign-in screen is zoomed and rotated to 90/270

What steps will reproduce the problem?
(1)In Sign-out screen>. Zoom fully and rotate the screen to left/right(90/270)
(2)Observe 'Add Person' is seen as '...' and 'Add Person' button is overlapping on Ubertray

Actual: 'Add Person' is seen as '...' and 'Add Person' button is overlapping on Ubertray
Expected: No such issue should be seen 

This is a Regression issue same is working fine in 71.0.3567.0/11137.0.0 dev
