Regression: Ubertray traces is seen in the middle of the screen when changing from zoomed mode to normal mode

Issue description

Chrome Version: 71.0.3572.0/11140.0.0 dev channel Daisy,Kip.Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign in to user>> Zoom fully and click on ubertray then hit 'Ctrl+Shift+0'
(2)Observe ubertray traces in the middle of the screen

Actual: Ubertray traces is seen in the middle of the screen 
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M70 beta

Are you saying that the bug is that the system tray should not disappear and should just resize with the rest of the UI? Or are you saying that it's okay/desirable for it to disappear, but the tiny animation (that might be involuntary) with which it disappears looks funky? Sébastien how do you think this should behave?

I think the bug is about the weird glitchy appearance of the system tray in the middle of the screen upon closing it. In the first video it is seen around 0:07s
