[NTP]Focus does not shift to 'Undo' button in confirmation message after adding shortcut

Issue description

Chrome Version: 71.0.3574.0 (Official Build) Revision 90c2ba94f7158703b83270aa5db0203821a5fcca-refs/branch-heads/3574@{#1}(32/64 bit)
OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14.1) & Linux(14.04 LTS) OS.

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://restart and relaunch browser.
2.Navigate to NTP and add a shortcut by clicking on 'Add Shortcut' button.
2.Observe the focus after adding shortcut.

Actual Result  : After adding a shortcut, focus does not shift to 'Undo' button in confirmation message.
Expected Result: After adding a shortcut, focus should shift to 'Undo' button in confirmation message.

This is Non-Regression issue seen from ‘M-71’ from build #71.0.3544.0, as 'Undo' option started getting focus on local NTP from this build.
