Regression: App launcher opens directly in maximized mode when Onscreen keyboard is enabled

What steps will reproduce the problem?
(1)Sign into user,from ubertray/Accessibility enable Onscreen Keyboard
(2)Open app launcher and observe

Actual: App launcher directly opens in maximized mode with Onscreen Keyboard
Expected:App launcher shouldn't open directly in maximized mode unless we click on the up arrow of it 

This is a Regression issue as same is working fine in 70.0.3538.34-beta

When we search something in text field then Onscreen keyboard should popup instead,it pops up directly when there is no use of it

So the bug is: The onscreen keyboard shows up when showing the launcher.

Root cause:
Search box is activated when the launcher is shown. This tells the onscreen keyboard to show, which pushes the launcher to fullscreen.

 rkalavakuntla@, do you have a bug for the search box being active when showing the launcher? Then we can track and fix the root cause :).

Raised a bug for reference -  issue 894333 .
Looping virtual keyboard team for more investigation.

The bug is that the search box should *not* be active when the launcher is shown, not the opposite.

I don't think this is related to VK, right? 

The search box is selected when you return to the launcher home, and this (correctly) causes the VK to invoke.

Yes please. If we have solid repro steps for this, that would be great. We can't repro it but have seen it on a few devices.
