Non-Regression: Vertical scrollbar is overlapping on toggle buttons in Accessibility overlay of OOBE screen

Issue description

Chrome Version: 71.0.3572.0/11140.0.0 dev channel Daisy,Kip.Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE, click on Accessibility and try to scroll >> Observe vertical scrollbar overlapping on toggle buttons

Actual: Vertical scrollbar is overlapping on toggle buttons in Accessibility overlay of OOBE screen

Expected: Some spacing should be seen between scrollbar and toggle buttons

This is a Non-Regression issue seen from 71.0.3572.0/11140.0.0 dev
