Invalid bank site opens

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3555.0 Safari/537.36

Example URL:
online.sberbank.ru

Steps to reproduce the problem:
The problem is in the Chromium browser, in Chrome there is no such problem

temoff@ Thanks for the issue.

Tested this issue on the reported version 71.0.3555.0 and the latest Canary 71.0.3578.0 by following the below steps.

1. Launched Chrome and navigated to online.sberbank.ru.
2. Could observe that Sberbank of Russia [RU] site is opened in Chrome.
Attached is the screen cast for reference.

Request you to check and confirm if this is the issue observed, which will help in further triaging.

Based on the screenshots and videos, it looks like navigation succeeds, but subresources aren't loaded. The strange looking version is likely a result of CSS files not loading, which would format and layout the page properly.

I see net::ERR_CERT_SYMANTEC_LEGACY for most of the subresources.  Sounds like the bank needs to update its certificates.  More details here:

asymmetric@: I assume this is WontFix, but is there a bug to dupe this against?
