Non-Regression: Focus traces are seen at top of Large mouse cursor toggle when Accessibility settings page scrolled down in OOBE

Issue description

Chrome Version: 71.0.3572.0/11140.0.0 dev channel Kip, Reks & Daisy
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE, go to Accessibility settings
(2)Keep the tab focus on toggle button of Chromevox(spoken feedback)
(3)Scroll down the page and observe the focus traces at top of Large mouse cursor
toggle button 

Actual: Focus traces are seen at top of Large mouse cursor toggle button 
Expected:No such unwanted focus traces should be seen

This is a Non-Regression issue seen from 71.0.3572.0

I was able to reproduce this following the steps provided.

Chrome Version: 71.0.3578.8
OS: Chrome OS

Labels: -Pri-2 Pri-3
Status: WontFix (was: Available)
This has to do with the height of the scrolling container of accessibility settings. It looks like it doesn't scroll down far enough to hide the focus traces.

Any other scrollable containing focusable elements across the web is going to have the same issue. I don't think this needs to be fixed, it's just the way focus works when it's scrolled partially offscreen.

Closing as WontFix, but please re-open if it's a problem and we need to move focus when the container scrolls. I think that'd be confusing for users, though!
