Regression:[Devtools]FPS meter is not seen even after selecting options on rendering section.

Issue description

Chrome Version: 71.0.3574.0 (Official Build)  90c2ba94f7158703b83270aa5db0203821a5fcca-refs/branch-heads/3574@{#1} (32/64-bit)

OS: Windows(7,8,8.1,10),Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.14.1, 10.13.6)

What steps will reproduce the problem?
1.Launch Chrome and open devtools on NTP.
2.Press 'Esc' key (such that drawer opens) and click on 'more option' menu(i.e Three dots) to open 'Rendering' tab.
3.Select 'Paint flashing' and 'FPS meter' and observe.

Actual Result: FPS meter is not seen even after selecting options on rendering section in devtools
Expected Result: FPS meter should be seen after selecting options on rendering section in devtools

This is regression issue broken in ‘M-71’ and soon update bisect info
Good Build: 71.0.3568.0 
Bad Build:  71.0.3569.0

Unable to provide bisect using Per-revision script as getting  Traceback error message hence providing suspect from chromium bisect,

My change basically changes some strings on UI and therefore I doubt it's the cause. Also, I build the TOT on Linux, and I cannot reproduce your issue. Maybe it's only seen on Windows or Mac? 

BTW, how did you get the chromium bisect? If the cause must be one of them, then I would suspect is https://chromium.googlesource.com/chromium/src/+/30b891346bd02d47d1b6b9dd09afd81306b7ad07 since it has impact on NTP and claims to make something invisible, although I'm not sure about the details.

With respect to comment #3,

Rechecked the above issue on Linux(14.04 LTS) using latest canary build and issue is not reproducible. and for Windows(7,8,8.1,10) and Mac(10.12.6, 10.13.1, 10.14.1, 10.13.6) ,issue is still reproducible.

Update:

Rechecked the above issue on Windows(7,8,8.1,10),Linux(14.04 LTS) and Mac(10.13.1, 10.14.1, 10.13.6) using latest canary build#71.0.3577.0 and issue is fixed.
