Ssilkin@, PTAL if these changes in metric are as expected for your tests change.

Increase of delay metrics in vp9ksvc_3sl_medium_network_restricted is expected (https://webrtc.googlesource.com/src/+/e7ce888abe3ff228cda24da7bf9326003f037c92 added 100ms delay).

For regressions in foreman_cif_... I would blame https://webrtc.googlesource.com/src/+/dd8b0d896f9d0d9fe0a3bbd4d20b3ca3093e1ad2%5E where generic frame descriptor was enabled for these tests.
