Buildbucket recipe module should have feature to wait for completed build

Issue description

E.g. one method similar to "get", e.g. "wait_and_get" that returns the result of a "get" as soon as the build is in COMPLETED state.

The perf bisect recipe seems to implement this on a macro level in the recipe, e.g.:
