There is no responding while pressing "Browse as Guest" during creating user account in OOBE screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; rv:62.0) Gecko/20100101 Firefox/62.0
Platform: 11126.0.0 (Official Build) dev-channel octopus-unibuild (yorp bip unprovisioned_phaser phaser phaser360 unprovisioned_fleex fleex grabbiter orbatrix unprovisioned_bobba bobba bobba360 sparky sparky360 unprovisioned_meep meep mimrock ampton) test

Steps to reproduce the problem:
1. Recover build -> In OOBE screen, create first user account to login system 
2. Sign out and click "Add Person" to create second user account.
3. After entering email and password in OOBE screen, click ""Browse as Guest"  

What is the expected behavior?
Log in system with guest

What went wrong?
No any response

We shouldn't be showing "Browse as guest" once a user is signed in.
Still can reproduce on 72.0.3602.0.

Should be more easily fixable after the code simplification from removing webui-based shelf.
