OS: Win(7,8,8.1,10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.13.6, 10.14.1).

Steps to reproduce:
1. Launch chrome, navigate to chrome://settings/privacy.
2. Toggle button for ‘Allow Chrome sign-in’ option, such that 'Relaunch' option appears.
3. Press Tab and observe.

Actual Result: Focus does not shift to ‘Relaunch’ option on pressing tab.
Expected Result: Focus should shift to ‘Relaunch’ option on pressing tab.

[Note:
1. On another page, chrome://bookmarks (bookmark 4-5 pages).
2. Try deleting the 3rd bookmarked entry and then press tab.
3. Focus shifts to ‘UNDO’ button.]

This is a Non-regression issue seen from ‘M-71’ series #71.0.3563.0, since when 'Allow Chrome sign-in' feature was introduced.
