Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; rv:62.0) Gecko/20100101 Firefox/62.0 Platform: 11126.0.0 (Official Build) dev-channel octopus-unibuild (yorp bip unprovisioned_phaser phaser phaser360 unprovisioned_fleex fleex grabbiter orbatrix unprovisioned_bobba bobba bobba360 sparky sparky360 unprovisioned_meep meep mimrock ampton) test Steps to reproduce the problem: 1. Recover build -> In OOBE screen, create first user account to login system 2. Signout and click "Add Person" to create second user account. 3. During OOBE EULA screen, click "more".
