GetURLAndTitle() returns True for Mac 10.11 and 10.12 without any drag data

These fail because the call to GetURLAndTitle() return true, which it doesn't do on all other platforms. This should be made consistent.

[MD Bookmarks] Disable part of test failing on Mac 10.11 and 10.12.

This CL disables a test assertion that is affected by platform
inconsistencies on Mac 10.11 and 10.12.
