Sometimes cannot easily exit handwriting mode |

Issue descriptionChrome Version: 71.0.3567.0 OS: 11138.0.0 What steps will reproduce the problem? (1) Go to handwriting mode. (2) Handwrite something. Don't commit. (3) Wait for the stroke to fade out. (4) Tap backspace. What is the expected result? Candidate strip cleared. Exit-HW button revealed for use. What happens instead? Candidate strip remains. Tapping it does nothing. User can't immediately see a way to exit HW. Workaround: Tap "switch to symbols" button. Then tap "switch to HW" or "switch to normal keyboard" button. Then there's "exit HW" button in the header bar.
