OSExchangeDataProviderWin::GetDragImage() not implemented

On Windows, GetDragImage() is not implemented which requires callers to understand avoid calling the cross-platform method on Windows.

Fixing this will allow cleaning up an #ifdef in bookmark_browsertest.cc which uses GetDragImage() for testing.
