Return previous/next autofill field state in dictionary instead of string.

Issue description

Once autofill transitions completely to iFrame Messaging implementation, |__gCrWeb.suggestion.hasPreviousNextElements| should return a dictionary with the previous and next values instead of a comma separated string.
