Chrome does not present the first navigation after the program starts to extensions

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1.) Create an extension that uses chrome.webrequest.onbeforerequest and prints the request to the console 2.) Enable extension. 3.) Completely exit chrome and use task manager to confirm no process are running. 4.) Start chrome. Notice: navigation is never presented to the extension. What is the expected behavior? Chrome should delay start until all extensions registered to use “Chrome.webrequest.onbeforeRequest” are loaded. Because chrome starts and navigates before the extensions are fully loaded. The first navigation is not presented to the extension. For Security extensions this can allow a potentially “Unsafe” site to load as the extension never gets a chance to evaluate the request before it is loaded. What went wrong? The extension is a security feature extension that evaluates a site before rendering. The page is rendering and not sent to the extension evaluator as the extension is not loaded. Did this work before? No Does this work in other browsers? Yes Chrome version: 69.0.3497.100 Channel: stable OS Version: 10.0 Flash Version: This is for an extension to open Windows Defender Application Guard, which check websites to see whether they are listed on the network isolation policy managed by enterprise IT admins.
