Update The issue seems to be caused by a conflicting shortcut in ChromeVox intended for developer use here: https://chromium-review.googlesource.com/c/chromium/src/+/1187853 I'm investigating modifying the developer shortcut so it no longer conflicts with dictation.

This issue should be fixed in Canary. Can someone confirm that Search + D properly toggles dictation when ChromeVox is enabled?
