Dictation shortcut not recognized with ChromeVox enabled

Issue description

Google Chrome	71.0.3567.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0

Steps to repro:
# In Settings > Manage accessibility options, enable both ChromeVox AND Dictation. 
# With ChromeVox running, press search + d, the shortcut to start dictation. 
Expected: dictation starts
Actual: nothing happens, keystrokes ignored

Note that ChromeVox users are also unable to invoke the dictation feature using the icon in the shelf due to bug 889322


 
This should also be considered in the context of interoperability which is tracked in bug 882025

Update

The issue seems to be caused by a conflicting shortcut in ChromeVox intended for developer use here: https://chromium-review.googlesource.com/c/chromium/src/+/1187853

I'm investigating modifying the developer shortcut so it no longer conflicts with dictation.

Can someone confirm that Search + D properly toggles dictation when ChromeVox is enabled?
