[VR Browsing] Infobar is briefly blank before showing text.

Also reproduces on Pixel 2XL Android O
Also happens on Chrome beta M70

What steps will reproduce the problem?
(1) Enter VR Browsing mode.
(2) Click on any site security indicator (lock icon in Omnibox)

What is the expected result? Infobar contains text immediately when it opens.

What happens instead? Infobar is briefly blank before showing text. See video.

no repro on latest beta (71.0.3578.45). marking wontfix, but please reactivate if you can get a repro going (tested on Pixel 3 XL + Beta 71.0.3578.45)

I'm also seeing this while I'm going through and making the image diff tests actually do image diffing. The one that verifies the site info appears when you click the security token is catching the blank quad unless I wait for a bit between clicking and capturing the image.

Looking at the 2D behavior, though, this might just be something we have to live with - in 2D, the site info animates in. I suspect we're waiting for that animation to finish before we try to display it in VR.
