Steps to reproduce the problem:
1. Open the Status Area using the keyboard (burger menu on eve, Alt+Shift+N on other platforms).
2. Navigate using the arrow keys.

What is the expected behavior?
The UI should be navigable via the arrow keys.

What went wrong?
The UI is not navigable via the arrow keys.

As there is a dedicated button on the Pixelbook that opens this status area using the keyboard, one would expect that it would be navigable using the arrow keys (as with the new launcher).
