When using kernel v4.19 on Samus, the virtual terminals do not echo keystrokes or display new output from commands. They are actually working, though - if you switch to a different virtual terminal and switch back, the virtual terminal updates.
For example, log in with root/password (blindly typing things in), then run 'ls'. The virtual terminal still looks like it's waiting for your username to log in. Switch to a different virtual terminal and switch back, and you can see that you did successfully log in, and 'ls' did run and you're able to see the output.
