1.2% regression in xr.vr.binary_size_diff (MonochromePublic.apk) at 594233:594617

Suspected culprit is https://chromium.googlesource.com/chromium/src/+/9930f79521db12e560b0a818d996f3065cf5af7c, in which case we probably just have to eat the increase.

Yeah, ~4k per string sounds reasonable. We can't do anything about that for now. This will get better once we have bundles with language splits!
