Split ApiCompatibilityUtils

A follow-up to Ted's comment on https://crrev.com/c/1251544:

"Maybe the next cleanup week we should split up ApiCompatUtils into different targeted classes (ViewCompatUtils, DrawableCompatUtils, etc...).  Conceptually, they would belong better in UI than in base for most of these."
