Issue descriptionProvide an API e.g. on web.Frame to allow JS to be injected into the loaded document to run, to allow the container's owner to interact with the loaded content.

Marking this as a blocker for FIDL/JS, since we'll need it for bindings-injection (and the API design should take that use-case into account), and also as postMessage/MessagePort blocker, since again a common use-case is to inject a message handler to work with the content in the container. Leaving Untriaged for whoever gets to this first.
