Issue descriptionChrome Version: 71.0.3567.0 What steps will reproduce the problem? (1) Show chrome, cursor in browser is active. (2) Swipe up to get to the launcher What is the expected result? Search box should NOT be active. What happens instead? Search box is active on swipe up, this should not happen. It makes the vkeyboard show up. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Also, tapping a folder activates the searchbox, and shows a vkeyboard even though the folder textfield has not activated. This is probably the same root cause.

Not sure how this one got through our tests, can we write a test for this?
