A11y: Calculator app Display and display history are spoken 2-4 times when Chromevox is enabled

Issue description

Chrome: 71.0.3567.0 Dev

Steps to repro:
# With Chromevox enabled (ctrl+alt+z), open Calculator
# Begin typing an equation, for example, 1+1 directly entered on the keyboard
# Notice that Chromevox speaks each new item on the display at least twice
# Press enter to get the result
# Try a second calculation such as 2+2
# Notice that Chromevox is now reading the entire history of calculations along with the newly entered data

Expected: Items should only be spoken once. Older history items should not be automatically spoken when entering new data

Actual: The entire display is spoken on each key press
