A11y: Office Editing for Docs: Lines are repeated when cursor is at the end of the line

Issue description

Chrome: 71.0.3567.0 Dev

Steps to repro:
# Create a doc in Google Docs with the following contents:
1. Line 1
2. line 2
3. line 3
<Leave this line blank
5. Line 5
6. Line 6
"""
# Export this file as a .docx file
# With Chromevox running (ctrl+alt+z), open this .docx file in Office Editing for Docs, Sheets, and Slides
# Use arrow keys to navigate the document
# On line 6, go to the end of the line
# Press up arrow
# Notice that all or part of line 6 is spoken again even though we are now on line 5

Expected: The line with the cursor in it should be spoken

Actual: If the cursor is at the beginning of the line, the line is spoken, but if it is at the end, more often than not, the wrong line is spoken
