A11y: Office Editing for Docs: Blank lines are spoken differently if created before editing

Issue description

Chrome: 71.0.3567.0 Dev

Steps to repro:
# Create a doc in Google Docs with the following contents:
1. Line 1
2. line 2
3. line 3
<Leave this line blank
5. Line 5
6. Line 6

# Export this file as a .docx file
# With Chromevox running (ctrl+alt+z), open this .docx file in Office Editing for Docs, Sheets, and Slides
# Use arrow keys to navigate the document
# Notice that the blank line on line 4 nothing is spoken
# Go to the end of the file and press 'enter' to insert a blank line
# Use up and down arrow keys to read the blank lines on line 4 and 7

Expected: Both lines would announce 'blank' or 'new line'

Actual: Only line 7 announces anything
