Control Panel/Settings won't open when external monitor is attached

Issue description

Chrome Version       : 71.0.3567.0 (Official Build) dev (64-bit)


What steps will reproduce the problem?
(1) try to click the bottom right hand icons (time, wifi, battery, etc) to access the settings menu

What is the expected result?
Settings menu opens

What happens instead?
The time widget background turns white, but it doesn't open the settings menu.

Please provide any additional information below. Attach a screenshot if
possible.

 
Update:

This only happens when I have a 2nd monitor attached to use a dual display. With the monitor unplugged the settings widget behaves as expected.

Boot with just the internal display, mouse click on bottom right toolbar 
settings, and the settings panel opens.

Connect second display, click on toolbar, nothing happens. No settings 
popup panel. So I can't change wifi, bluetooth, screen, sound, etc etc."
